Humane Society Legislative Fund endorses John Mannion for New York’s 22nd Congressional District

WASHINGTON (September 30, 2024) – Today, the Humane Society Legislative Fund, the nation’s leading animal protection political organization, announced its endorsement of John Mannion for New York’s 22nd Congressional District.

“John Mannion has been a strong proponent of animal protection in New York legislature, and he will continue this mission in the U.S. House of Representatives,” said Sara Amundson, president of the Humane Society Legislative Fund. “We urge New Yorkers in the 22nd District to vote to elect this humane ally.”

John Mannion has represented District 50 in the New York State Senate since 2020, where he has been a stalwart supporter of animal protection legislation. In his role as a member of the New York Senate Environmental Conservation Committee, Mannion maintained a strong voting record in support of pro-animal initiatives and encouraged his committee colleagues to do the same.

Recent pro-animal actions taken by Sen. Mannion during his time in the New York State Senate include:

  • Voting in support of S1130, the “puppy mill pipeline” bill, which prohibited the retail sale of dogs, cats, and rabbits in New York’s pet stores.
  • Voting in support of S4099 on the Senate Floor and in committee, which banned “wildlife killing contests” in the state of New York. Killing contests are organized events in which participants compete for prizes—typically cash or hunting equipment—for killing the most and/or largest animals within a specified time period.
  • Voted in support of S761, which relates to aggravated cruelty to animals.
  • Voted in support of S5325, which relates to the sentencing for the crime of aggravated cruelty to animals.
  • Voted in support of S3431A, which relates to promoting animal fighting; and repeals certain provisions of such law relating thereto.
  • Supported appropriations of $5 million dollars within Governor Hochul's FY25 Executive Budget in funding for the Companion Animal Capital Fund (CACF). The fund provides matching grants to support animal shelter infrastructure across the state.
  • Supported expanding programming of the Empire State Animal Response Team (ESART), which allows counties to create response teams that help all animals when emergency disasters are declared.

Mannion has pledged to support important federal animal welfare issues, including:

  • Supporting the Better Collaboration, Accountability, and Regulatory Enforcement (CARE) for Animals Act (H.R. 5041) to give the U.S. Department of Justice the tools it needs to strengthen enforcement of the Animal Welfare Act (AWA) and help deter perpetual violators.
  • Supporting the Puppy Protection Act (H.R. 1624), to address serious gaps in welfare standards for tens of thousands of breeding dogs and puppies at large-scale breeding operations licensed by the USDA.
  • Supporting the Humane Cosmetics Act (H.R. 5399) to phase out testing of cosmetics on live animals and sales of animal-tested cosmetics in the U.S.
  • Supporting the Save America’s Forgotten Equines (SAFE) Act (H.R. 3475) to prohibit the reopening of horse slaughter plants in the U.S. and the export of American horses to slaughter for human consumption.
  • Supporting the Prevent All Soring Tactics (PAST) Act (H.R. 3090) to crack down on “soring,” in which trainers deliberately inflict severe pain on the hooves and legs of Tennessee walking horses.
